About the Report

NCC Group is proud to be an active member of the global cyber policy community – bringing our expertise and insights from operating on the ‘frontline’ of cyber security to contribute positively to debate on how we govern cyberspace.

In this bumper election year, our Digital Dawn: Cyber Security Policy in the Wake of Political Change report explores which cyber and digital security issues are front of political stakeholders’ minds and what actions incoming governments might want to prioritise in order to secure our digital future.

What’s inside:

  • Understand the latest public perception and the drivers for cyber policy change
  • Key insights from government advisors
  • Your Digital Security Checklist: cyber policy priorities for government

What you'll learn:

As we take stock of technological advancements amidst a year of political change and look to the future, one thing is painfully obvious. When it comes to building digitally resilient economies and societies, none of us can afford to be complacent.

NCC Group commissioned J.L. Partners to aggregate existing data on public views of the importance of technology, online safety, cyber security, and the role of government in governing technology. Various individuals from government, legislatures, industry, and the policymaking ecosystem in digital and cyber were also interviewed for this paper.

It explores:

  • The role of government in security cyber space
  • The cyber security opportunities and challenges for government in 2024
  • NCC Group’s recommendations for the top five cyber priorities for government

If you are a business decision maker

This report will help you to understand how the allocation of responsibility for cyber security is changing. Increasingly, the onus will be on providers to ensure security is built in. If you own or operate critical infrastructure, expect enforcement action to intensify.

If you are a political decision maker

This report will help you get on the front foot how you think about digital and cyber resilience needs to set you up for long-term success.

Our Digital Security Framework (on p5) will help you determine your cyber security policy priorities and articulate a coherent approach.

Specifically, we have identified five key policy areas we believe new and existing governments must prioritise to deliver a more secure digital future:

  1. 21st century cyber laws
  2. Digital safety nets for small and medium-sized organisations
  3. Fortifying government defences
  4. Forging a cyber resilient population
  5. Long-term, evidence-driven policymaking structures
